Beverly Ortega Babers is a seasoned human capital professional with 30-plus years of hands-on experience leading across organizational lines to design and implement enterprise-wide programs. She honed her capabilities while serving in several agencies as Deputy Assistant Secretary for Management and Budget, Chief Administrative Officer, Chief Human Capital Officer, Assistant Deputy Commissioner for Operations Support, Performance Improvement Officer, and Transition Director, among other roles.
Beverly has comprehensive experience leading multifaceted projects where human capital processes and workflows, customer engagement, and systems technology intersect, and she frequently led the implementation of new statutory and regulatory requirements. These projects have required successful change management, process improvement, accountability models, and organizational restructuring.
She ensures the successful engagement of AvantGarde team members on projects that touch the entire human capital life-cycle, including strategic and implementation planning, workforce and succession planning, staffing and classification, recruiting and hiring, compensation systems, organizational design and development, performance management, training and leadership development, and employee and labor relations. She also brings her expertise in agency operations, budget formulation and execution, organizational performance management, governance, policy development, and Presidential transitions to AvantGarde clients.
Beverly holds a law degree from the University of California at Berkeley and a BA from Haverford College. She is recognized as a Human Capital SAGE by the Partnership for Public Service.
