Dr. Greg Portnoy is co-founder of AvantGarde and the Vice President and CIO of AvantGarde. Dr. Portnoy has a Ph.D. in Applied Physics and an M.S. in Math. Dr. Portnoy has dedicated 35 years of his professional life to finding solutions to challenging scientific and business problems.
Prior to AvantGarde he was the founder and President of Information Sciences Corporation (ISC). Dr. Portnoy built ISC from a one person company to a 40 person company. ISC had an important role in the Federal Government transition to e-government. Dr. Portnoy and his team developed and operated premier e-government solutions such as FedBizOpps, Excluded Parties Listing System (EPLS), Grants.gov, and Interagency Contract Directory (ICD). During his tenure FedBizOpps was awarded several national awards for technological advances and innovations, including awards such as Technology Excellence in the Government GCN Award, The Business Solutions in the Public Interest Award, and the Government Technology Leadership Award (Gracie Award)
